The Waste Sector Enters a Phase of Proper Governance: Completion of Reform Steps for Waste Sector Governance
Following the adoption of the Cost Recovery Law and its promulgation as Law No. 38/2026,
the Council of Ministers approved the update of the National Integrated Strategy for Solid Waste Management, based on a proposal by the Ministry of Environment (Decision No. 28 dated 30/1/2026).
the Ministry of Environment completed the appointment of the Board of Directors of the National Authority for Solid Waste Management, as required by Waste Law No. 80/2018. The appointments were approved by the Council of Ministers in its session held on 30/1/2026.
Accordingly,
the Minister of Environment, Dr. Tamara El Zein, held the first meeting with the Chairperson and members of the Authority’s Board of Directors, with the aim of setting a roadmap that will place the waste sector on the right track of proper governance and integrated implementation of waste management projects. Most importantly, this step seeks to put an end to the existing situation and the fragmentation of authorities and responsibilities that have led to widespread disorder in the sector.
During the meeting,Minister El Zein presented an overview of the current state of the waste sector and the reforms that have been achieved. She emphasized the significant responsibilities awaiting the Authority, particularly in light of the powers entrusted to it under Law No. 80 of 2018.
Minister El Zein also affirmed to the Chairperson and members of the Board that, over the past months, she has worked on updating the integrated strategy for solid waste management and on the adoption of the Cost Recovery Law, in order to complete the preparation of a sound foundation for the Authority’s launch, free of any planning or financing obstacles.
